Website vs Mobile App: What Does Your Business Actually Need First?
Should your business build a website or a mobile app first? An honest cost-benefit breakdown for Indian businesses in 2025 — with a simple decision framework.
"Should we also get an app?" — it's the question that burns more small-business budgets than any other. Apps sound impressive, but between ₹1.5 lakh and ₹10 lakh of development cost, they deserve a better decision process than "my competitor has one". Here's the honest version: for 9 out of 10 businesses, the website comes first, pays for itself faster, and is required anyway before an app makes sense. This article explains why — and when that flips.
The 30-second answer
| Website | Mobile app | |
|---|---|---|
| Typical cost (India, 2025) | ₹3,999 – ₹75,000 | ₹1,50,000 – ₹10,00,000+ |
| How customers find it | Google search, links, social — instantly | App store search, manual install |
| Updates | Instant, no approval | App store review each release |
| Works on all devices | Yes, incl. desktop | Only the platforms you build for |
| Offline / device features | Limited | Full (camera, push, GPS, payments) |
| Ongoing cost | ≈ domain only (modern hosting) | Servers, store fees, maintenance |
| Best first move for most businesses | ✅ Yes | Later, if retention justifies it |
Why the website wins the first round
1. Search is where demand already exists
When someone needs a dentist in Indiranagar or a "website designer under ₹5,000", they Google it — they don't browse the App Store for it. A website with even basic SEO intercepts that existing demand on day one. An app has no such discovery engine: nobody installs an app from a business they haven't decided to use yet.
2. The maths of cost per customer
Take a modest ₹5,000 website that brings 30 enquiries a month over 2 years: that's 720 enquiries for ₹5,000 — under ₹7 per lead. A ₹2,00,000 app needs thousands of retained users who open it repeatedly to justify its cost, and most small-business apps struggle to pass 100 monthly active users. Unless you have a retention engine (loyalty points, daily-use utility, community), the app's maths rarely works.
3. Websites are instant; apps are a product organisation
A website ships in a week and updates instantly. An app is an ongoing product: OS updates break things, both Apple and Google review every release, you support multiple device sizes and OS versions, and users silently uninstall. A business that hasn't yet mastered keeping one web page updated will find a four-platform product overwhelming.
4. Your app usually needs the website anyway
Even apps need a web presence: app-store listings link to one, support pages live on one, privacy policies (mandatory for both stores) live on one, and everything you market — Instagram ads, QR codes on packaging, Google Business Profile — lands on the web. Build the website, validate demand, then fund the app from revenue, not hope.
When an app genuinely IS the right call
- Your service is used daily or weekly — fitness tracking, ordering, wallet, learning streaks. Frequency justifies install friction.
- You need device capabilities the web can't match: background push notifications, camera/AR, GPS in motion, offline-first use in low-connectivity areas.
- You have proven retention: if your web users come back 3+ times a week on WhatsApp or Instagram today, an app can deepen that habit.
- Your platform IS the business — marketplaces, delivery, fintech, SaaS. Then you're building a company, and mobile is a channel within it.
If two or more of those describe you, start quoting. If none do, every rupee spent on an app before a solid website is a rupee spent decorating the fifth floor of a building with no ground floor.
The middle path most businesses miss: PWA
There's a modern option between the two: a Progressive Web App. It's a website engineered to feel app-like — installable to the home screen, fast offline caching, push notifications on Android. Cost sits far closer to a website than an app because it's one codebase for every platform. For content sites, booking flows and loyalty-style experiences, a PWA captures maybe 80% of app benefits at 10% of the cost. Memora builds PWAs on the same ₹3,999 foundation when a client wants that extra step.
A simple decision framework
- 1Do you have a professional website today? If no → build that first. Non-negotiable.
- 2Are customers already returning to you repeatedly through web/WhatsApp? If no → an app won't manufacture that habit; invest in marketing and content.
- 3Does the core use-case need offline mode, camera, GPS or background push? If no → website (or PWA) covers it.
- 4Can you fund 6–12 months of app maintenance after launch? If no → the app will decay; wait until revenue covers it.
- 5If you passed all four → congratulations, an app is genuinely justified. Quote it properly with fixed scope.

Ask MemoraHow much does a mobile app cost in India?+
Simple apps (3–6 screens, no backend) run ₹1.5–4 lakh. Standard apps with login, payments and a dashboard typically cost ₹4–10 lakh, and complex platforms go beyond. Cross-platform frameworks (Flutter, React Native) cost less than separate iOS and Android builds.
Can I convert my website into an app later?+
Yes — that's exactly the recommended order. A well-structured website with an API backend gives the future app its data layer for free. Starting with the website reduces the app's cost and risk.
What is a PWA in simple terms?+
A Progressive Web App is a website that can be installed to the phone's home screen and works like an app — offline pages, push notifications (Android), full-screen UI — built with a single web codebase instead of separate iOS/Android apps.
Do I need an app for push notifications and loyalty programs?+
On Android, a modern PWA supports push notifications and home-screen install already. On iOS, support is more limited. For most small businesses, WhatsApp-based loyalty and email lists achieve the same retention at a fraction of the cost.
